Since the UK left the EU, moving household goods to France, Monaco or Belgium is a customs import into the EU, which means a formal declaration at the border. A genuine relocation usually qualifies for relief.
For a true change of residence, your used household goods are normally exempt from import duty and VAT under transfer-of-residence rules. The relief applies EU-wide, but the paperwork differs by destination: French customs for Paris, Nice, Lyon, Bordeaux and Marseille; via the France customs union for Monaco; and Belgian customs for Brussels. New items, goods for resale, and alcohol and tobacco are treated separately and can be dutiable.
